洛克(John Locke)以自然權利與社會權利來劃分讓渡性,前者自始不得受剝奪,而後者可以基於共同利益之條件部分讓渡(然而矛盾的是,其主張並非多數決或代議制代行即代表每個人的同意或不同意,而是權利所有人的「同意」,至於怎麼算本人同意則有待商榷。)。
傑佛遜(Thomas Jefferson)也有提出「不可分割的權利」於美國獨立宣言之中。
